This is the largest group: one blue board starts a new regime (motorway, one-way road, residential zone), another only gives information (a stop, a distance, a kilometre). All are rectangular, and the background tells you what kind of sign it is (Article 66.I–II).
| Background | Meaning |
|---|---|
| Blue | motorways and all roads |
| White (5.22, 5.23) | the built-up-area rules apply |
| Blue (5.24, 5.25) | a built-up area, but its rules do not apply on this road |
| Yellow | a detour around road works |
The road’s regime
- 5.1 / 5.2 — start and end of a motorway. On a motorway there may be no pedestrians, bicycles, mopeds, tractors or vehicles slower than 50 km/h; stopping or standing outside special lay-bys, U-turns, reversing and driving lessons are forbidden (Article 43.II).
- 5.3 / 5.4 — road for motor vehicles: the motorway rules apply here too (Article 43.IV).
- 5.5 / 5.6 — start and end of a one-way road; 5.7.1 / 5.7.2 — exit onto a crossing one-way road: the arrow shows the direction of traffic.
- 5.11.1 / 5.11.2 — a U-turn place and its area.
Lanes and public transport
5.8.1, 5.8.2 — which direction you may take from each lane at the junction; the 1.18 arrows painted on the road show the same, and there an arrow allowing a left turn from the left-hand lane also allows a U-turn (Article 69.VI.18). 5.8.3–5.8.6 — where an extra lane begins and ends, 5.8.7, 5.8.8 — the number and direction of lanes. 5.9, 5.10.x — a lane reserved for public transport. 5.12–5.14 — bus (trolleybus) stop, tram stop and taxi rank.
Pedestrians, parking and speed
- 5.15 — parking place; 5.16.1 / 5.16.2 — the pedestrian crossing itself (on the right and on the left); 5.17.x — underpasses and footbridges.
- 5.18 — recommended speed (blue square): advice for the conditions, not a requirement.
- 5.19.x — dead end; 5.33 — stop line (where to stop at sign 2.5 or a stop signal).
- 5.48.x — emergency stopping place: with an emergency phone or extinguisher, signs 6.17 and 6.18 stand below it (Article 66.IV). In tunnels 5.49.x show the direction and distance to emergency exits (at most every 50 m); 5.50.x — distance to a motorway exit (Article 66.V–VI).
Built-up areas, zones and residential zones
5.22 (white) — a built-up area starts and its rules (speed limit and so on) apply; 5.23 — its end. 5.24 (blue) — a built-up area, but its rules do not apply on this road; 5.25 — its end (Article 1.49). The «ZONA» signs 5.40–5.47 stand where a zone begins and ends and apply on all roads in the zone (Article 66.III): no standing, no standing at certain times, parking, speed limit.
5.51 «Residential zone» — pedestrians may walk both on the pavement and on the carriageway and have priority; the speed must not exceed 20 km/h; driving lessons, standing with the engine running and standing of lorries over 3.5 t are forbidden; a driver leaving the zone gives way to others (Article 45). These rules apply in yards too.
Permanent right turn (5.53)
5.53 is used at a junction with traffic lights and allows a right turn even on red (Article 66.VII); its plate says «You may turn while giving way». The turning driver must give way to traffic from other directions and to pedestrians crossing the roads he turns from and into (Article 76.II).
Which rule applies?
Problem
On the road to Sumgait, Murad passes the blue sign «NOVXANI» (5.24). Does the built-up-area speed limit apply?

Solution
Remember
- Blue — roads; white 5.22 — built-up-area rules apply; blue 5.24 — not on this road; yellow — detour.
- After 5.1 and 5.3: no pedestrians, bicycles or tractors; no stopping outside lay-bys, no U-turns, no reversing.
- «ZONA» signs apply on all roads in the zone.
- In a residential zone pedestrians have priority; the speed limit is 20 km/h.
- 5.53 allows a right turn on red — giving way to others and to pedestrians.
