A prohibitory sign says what you must not do; a mandatory sign says what you must do. A blue circle shows the permitted direction, the path for certain vehicles or pedestrians, and sometimes the speed (Article 65.I–II). Anything not shown is forbidden at such a sign.
Directions (4.1.1–4.1.6)
- You may drive only in the directions of the arrows (Article 65.III).
- A sign that allows a left turn also allows a U-turn — 4.1.3, 4.1.5, 4.1.6.
- The sign applies to the crossing of carriageways in front of which it stands (65.IV). A 4.1.1 at the start of a road section applies to the nearest junction and does not forbid turning right into yards (65.V).
- 4.1.1–4.1.6 do not apply to public transport on an approved route (65.III).
Obstacles and roundabouts (4.2, 4.3)
4.2.1–4.2.3 allow you to pass an obstacle (an island, road works) only on the side shown: right, left or either. 4.3 «Roundabout» — at the junction drive round the circle in the direction of the arrows, that is anticlockwise. Unless signs say otherwise, a driver entering the circle gives way to those already on it (Article 42.XV).
Vehicles, pedestrians and speed (4.4–4.9)
- 4.4 «Cars only» — allows cars, buses, motorcycles, mopeds and lorries with a permitted maximum mass up to 3.5 t; vehicles serving residents and businesses in the area may also enter (Article 65.V).
- 4.5 «Cycle path» — for bicycles (and small electric vehicles) only; 4.6 «Footpath» — for pedestrians only. Cars may not drive on them.
- 4.7 «Minimum speed» — do not drive slower than shown; 4.8 ends the zone. A figure on a blue disc is a minimum; on a white disc with a red border (3.24) it is a maximum.
- 4.9.1–4.9.3 — show which way vehicles carrying dangerous goods must go.
Where may you turn?
Problem
In front of the junction there is sign 4.1.4 «Ahead or right». Leyla, by mistake, is in the left-hand lane and wants to make a U-turn. May she?

Solution
Remember
- A mandatory sign is a blue circle; only the directions shown are allowed.
- A sign allowing a left turn also allows a U-turn.
- 4.1.x applies to the crossing in front of it; a 4.1.1 at the start of a road applies to the nearest junction.
- At a roundabout follow the arrows; entering drivers give way to those on the circle (unless signs say otherwise).
- On 4.7 the figure is a minimum speed; 4.8 ends it.
